Amendments were made to the State Duma on holding early elections in new subjects

IN bill on amendments to the Federal Law “On Basic Guarantees of Electoral Rights and the Right to Participate in a Referendum of Citizens of the Russian Federation” amended to hold early elections of heads of newly created municipalities (DPR, LPR, Kherson and Zaporozhye regions) and to local governments on a single voting day , reported in Telegram Andrey Klishas, ​​head of the Federation Council (SF) committee on constitutional legislation and state building.

“In order to optimize the electoral processes, it is planned to hold early elections of heads of municipalities and elections to local self-government bodies of newly formed municipalities on a single voting day,” Mr. Klishas wrote. This year, the unified voting day in Russia is scheduled for September 10.

According to the senator, the bill was also amended on the possibility of creating an electronic copy of the list of voters. The election commission, according to the amendments, must determine the number of paper ballots handed over to the precinct election commission in the event of remote electronic voting.

The amendments stipulate that campaign materials should not contain calls for extremist activity, and also, in terms of their content, fall under the signs of extremism. It is proposed not to allow campaigning on sites that have been blocked by Roskomnadzor.

Purchases of equipment for holding elections in new subjects are removed in the amendments from the action No. 44-FZ (“On the contract procurement system”) in order to speed up the procurement, Mr. Klishas added. This means that regions and municipalities will have to pay from their budgets for the work of members of election commissions and other campaign expenses.

The senator said that he introduced the amendments together with Federation Council member Vladimir Poletaev and State Duma deputies Pavel Krasheninnikov, Dmitry Vyatkin and Leonid Ivlev.

The bill, which was amended by Mr. Klishas and his colleagues, regulates the specifics of elections in the new constituent entities of the Russian Federation and establishes a special procedure for appointing election campaigns in territories where martial law has been introduced.
