Andrei Kartapolov, head of the State Duma Committee on Defense, said that a bill on criminal liability for evading military service would be submitted to the State Duma in the fall. Punishment for evasion will be up to five years in prison.

“We have not yet introduced the bill itself, we plan to do it in the next autumn session. It is difficult to say when it will be adopted. But, in our opinion, it is more than relevant, so there is no need to delay the procedure,” said Mr. Kartapolov “Parliamentary newspaper”.

Andrei Kartapolov explained that the bill proposes to make appropriate amendments to Art. 328 of the Criminal Code of the Russian Federation (avoidance of military and alternative civilian service). The article will be supplemented with a third part, which will introduce criminal liability for evading mobilization. It is assumed that evaders will be imprisoned for up to five years or fined up to 500 thousand rubles.

On the eve of the end of the spring session of the State Duma in July, deputies accepted an amendment providing for the introduction of fines in the amount of up to 30 thousand rubles. for failure to appear at the military registration and enlistment office after receiving the summons (Article 21.5 of the Code of Administrative Offenses of the Russian Federation). A fine of 10–20 thousand rubles was also introduced. for failure to notify the military enlistment office of a change in marital status, of receiving an education, a change of place of work, study, position or place of residence, failure to fulfill the obligation to ensure timely notification and appearance of citizens, for failure to submit to the military enlistment office lists of citizens subject to initial military registration for failure to notify citizens about calling the military commissariat and others.
