Alternative service during the period of mobilization: security guard, janitor, orderly

The expert commented on the draft law submitted to the State Duma

Deputy head of the New People faction Sardan Avksentiev and first deputy head of the State Duma Committee on Education, deputy Maxim Gulin submitted to the State Duma a bill on alternative options for civil service during the period of mobilization. Alternatives are proposed to be involved in the protection of schools and kindergartens, to be sent to work in hospitals as orderlies, at construction sites, in the housing and communal services sector.

It is proposed to consolidate the possibility of replacing military service with an alternative one for a number of categories of citizens. These are: the only children of elderly parents, spouses of pregnant wives, fathers of many children, parents of disabled children, those who lost loved ones during the hostilities, members of families where there are already mobilized.

We asked the head of the holding of security structures “Rus”, a member of the Coordinating Council under the Russian Guard for private security activities, reserve colonel Roman Nasonov, to evaluate the initiative.

“In fact, this should be controlled work, and in the case of guarding schools and kindergartens, it should be independent,” says Roman Olegovich. – At school, the security guard is sometimes the only person. I don’t think this work will be done well. Alternatives are people who are not tuned in to the result. They will serve their duty. It is clear that when they take out “ducks” from the sick, they will call him, he will come, he will not go anywhere. Or when you need to wash the boiler in the kitchen. In this case, everything is clear. There – a large team, will not work – it will quickly “put in order” through the administrative line. And at school or in kindergarten, who will control it? There is some complexity, I think, in this situation. Objectively, the protection of municipalities is a difficult job, daily work. I don’t think it will be a breakthrough moment. He will need to train for a month and a half. He will have to get a license. This position implies a certain range of duties that he must perform. Now they will test, so what? It turns out that he is not physically or psychologically suitable for this position. As a guard, you have to make decisions. If we recall the latest cases of emergency in schools, people died there, did not hide, did not run away, they showed professional masculine qualities. And it is not clear how an alternative person can behave in such a situation. Here is the work of a janitor, a worker at a construction site, a cook in the rear, a loader – to a greater extent, in my opinion, can be considered as an alternative service option.
