Alexei Kuznetsov, Assistant Minister of Health of Russia, denied the information that appeared in the media that a number of medical services will become paid in the Russian Federation from September 1. He assured that all types of medical care will remain free of charge, including emergency, emergency, planned, inpatient and outpatient care. Assistant to the head of the Ministry of Health clarified that decree governments, on the basis of which the media concluded that some free services were replaced by paid ones, only establish rules when medical organizations, within the framework of state guarantees, have the right to charge for services. He noted that for the most part we are talking about cases where this or that procedure is carried out not according to the doctor’s prescription, but at the initiative of the patient.

Mr. Kuznetsov added that all the necessary medical care is provided to citizens free of charge under the CHI policy. He stated that the program of state guarantees has been continuously expanding for several years.

The assistant minister stressed that when concluding a contract for the provision of paid services, medical organizations are required to provide the patient with information that he can receive appropriate medical care free of charge within the framework of state guarantees. The organization is also required to notify the patient about the deadline for waiting for free medical care, he added.

Previously, a number of media, in particular, “Prime”, reported that some medical services will become paid from September 1, when the relevant resolution of the Cabinet comes into force. This was stated to the agency by the medical lawyer of the Legal Policy Bar Association Irina Gritsenko.

Ms. Gritsenko, in particular, told Prime that emergency care for sudden acute illnesses and exacerbation of chronic diseases was excluded from the list of prohibitions on paid services, if they do not threaten the lives of patients. Ms. Gritsenko also stated that examinations could be paid for not by doctor’s prescription, but by one’s own free will. In addition, if the hospital did not purchase non-essential drugs, it could charge for them, she said.
