The Investigative Committee of Russia (TFR) opened a criminal case on the negligence of employees of the mayor’s office of Izberbash (Dagestan). On the eve of the city residents held a rally because of the lack of water. The head of the republic, Sergei Melikov, noting that the problem with the water supply of Izberbash for many years, criticized officials for their inability to work with the population. He thanked the protesting townspeople “for the feedback.”
The city of Izberbash is located 55 km south of Makhachkala. For many years, its residents have been complaining about problems with water supply. The main cause of the problem is the deterioration of the main water supply. Since the beginning of the summer, employees of the city water utility had to eliminate the consequences of several dozen breakthroughs. On July 16, utilities installed a new pump at the second lift station in the village of Achi-Su – the water utility said it was “the most dilapidated site.” However, this only exacerbated the problem: after the installation, several breakthroughs occurred at once, due to which part of Izberbash was left without water.
On the eighth day of the “drought”, several dozen citizens came to express their protest at the mayor’s office. A video of outraged people chanting “Water! Water!” at the administration building. Mayor Magomed Isakov met with the protesters and promised to solve the problem.
Meanwhile, the Republican Department of the TFR announced the start of a pre-investigation check: “In social media, information is posted about the long-term lack of water in the city of Izberbash and the lack of response to this problem from local governments.”
Chairman of the TFR Alexander Bastrykin instructed the head of the Dagestan department Dmitry Belyaev to report on the situation with water in Izberbash and measures to restore the rights of citizens. The prosecutor’s office also organized its own check.
Toward the end of the day, the head of Dagestan, Sergei Melikov, expressed his opinion on the situation. “Unfortunately, the problem with water supply in Izberbash has existed for more than one year and even more than one decade. The situation is especially aggravated in the warm season, – he said. – The Kaspiysk-Izberbash water pipeline was built in the 80s. The city grew, passing villages were connected to the water main, someone made illegal tie-ins. Therefore, it is not surprising that some sections of the water conduit are in disrepair. For many years, the resulting holes were simply patched up until the next breakdown. And every time the specialists have to stop the water supply.” There is no reserve line at the water conduit, and there were three dozen accidents in just two days, Mr. Melikov added. He stated that the authorities took “concrete steps” to solve the long-standing problem: “One of them is the construction of the Chirkey-Makhachkala-Kaspiysk main water pipeline, which will help, among other things, provide Izberbash residents with clean drinking water. For this, the republic received 10.5 billion rubles. infrastructure loan.
The head of the republic commented on the protest of the townspeople. “Although the workers of the water utility react promptly and immediately take up repairs, the work with the population in the city has failed,” he said. I appeal to all leaders: as soon as a problem arises, you must inform people and immediately take measures to make their lives easier, and not bury your head in the sand.” The head of the region thanked the townspeople for the “feedback” and asked “to be patient.”
On Tuesday morning, the water utility reported that at 4:35 the water was released to the city. And in the afternoon it became known about the initiation of a criminal case under the article “Negligence” (part 1 of article 293 of the Criminal Code of the Russian Federation). According to the investigation, officials of the mayor’s office improperly performed their duties to ensure the maintenance of the water supply. This led to systematic accidents along the entire length of the water pipeline; the lack of water supply “caused a significant violation of the rights and legitimate interests” of residents. “Today, investigators conducted a search in the city administration, during which they found and seized documents relevant to the criminal case,” the ICR said.
