Former Foreign Minister of the unrecognized Nagorno-Karabakh Republic, presidential adviser David Babayan decided to surrender to the authorities of Azerbaijan, transmits portal Caliber.Az.
“Dear friends, fellow party members! You all know that I am included in the black list of Azerbaijan and the Azerbaijani side demanded my arrival in Baku for an appropriate investigation. I decided to go to Shusha today. This decision will naturally cause great pain, anxiety and stress, first of all, to my loved ones, but I am sure they will understand,” he wrote.
Babayan clarified that failure to appear could cause even more serious harm to the “long-suffering people.” “And I, as an honest person, hard worker, patriot and Christian, cannot allow this,” he added.
President of Nagorno-Karabakh Samvel Shahramanyan September 28 signed decree on the termination of the existence of the republic from January 1, 2024. From this moment on, all government institutions and organizations will be dissolved. The population is ordered to “familiarize itself with the conditions of reintegration” presented by Azerbaijan and make an “independent and individual decision” about the possibility of staying in Nagorno-Karabakh.
On September 19, Azerbaijan announced the start of “anti-terrorist measures” in Nagorno-Karabakh. Baku demanded the dissolution of the regional government and the withdrawal of Armenian troops. Yerevan denied the presence of its troops in the region. The next day, September 20, the Karabakh authorities announced the conclusion of agreements on a complete ceasefire.
On September 21, negotiations were held in Yevlakh between the delegation of the Armenians of Nagorno-Karabakh and representatives of the Azerbaijani authorities. Subsequently, Azerbaijani President Ilham Aliyev expressed confidence that the process of reintegration of the Armenian population of Karabakh will be successful. He explained that all those living in the Karabakh region are citizens of Azerbaijan, regardless of nationality. “Their rights and freedoms will be ensured in full,” Aliyev emphasized. On the morning of September 28, the Armenian government announced that the country from Nagorno-Karabakh had already arrived more than 65,000 people.
