The standard establishes requirements for the appearance of the courier, his transport, will require employees to undergo personal identification, and also prescribes requirements for city infrastructure. According to the document, couriers will be required to obtain a digital profile in which they will undergo identity verification, as well as undergo training in the basics of safe driving. In turn, companies will have to organize spaces for parking courier vehicles. In the future, it is planned to lay out warehouse stores at the planning stage of urban infrastructure.

The first stage of the standard will come into force on May 15, it will establish requirements for the appearance of couriers. From October 1, it will become mandatory to have license plates on vehicles and bags. From May 1, 2025, vehicle requirements will be established. According to Mr. Liskutov, more than 100 thousand couriers on bicycles and scooters work in Moscow, delivering up to 500 thousand orders per day. Their work makes it possible to reduce the number of trips by car, which leads to a reduction in traffic jams.
