A unified standard for couriers’ work has been approved in Moscow – Kommersant

In the capital, together with large courier services, they approved a unified standard for the work of couriers, the press service of the Moscow Department of Transport reported. It introduces a digital profile of delivery workers, requirements for bicycles and scooters for couriers, and records trends in the development of urban infrastructure.

“On the instructions of Moscow Mayor Sergei Sobyanin, together with large delivery companies, we prepared and approved a unified operating standard for Moscow courier services. For consumers, this means that only qualified employees with verified documents will deliver goods to them. For the couriers themselves, the standard will improve working conditions, the work will become transparent,” Moscow Deputy Mayor for Transport Maxim Liksutov is quoted as saying. The standard establishes requirements for the appearance of the courier, his transport, will require employees to undergo personal identification, and also prescribes requirements for city infrastructure. According to the document, couriers will be required to obtain a digital profile in which they will undergo identity verification, as well as undergo training in the basics of safe driving. In turn, companies will have to organize spaces for parking courier vehicles. In the future, it is planned to lay out warehouse stores at the planning stage of urban infrastructure.

The first stage of the standard will come into force on May 15, it will establish requirements for the appearance of couriers. From October 1, it will become mandatory to have license plates on vehicles and bags. From May 1, 2025, vehicle requirements will be established. According to Mr. Liskutov, more than 100 thousand couriers on bicycles and scooters work in Moscow, delivering up to 500 thousand orders per day. Their work makes it possible to reduce the number of trips by car, which leads to a reduction in traffic jams.
