A trillion more: United Russia amendments are included in the budget for 2023-2025

Financing of the social sphere will increase by a trillion rubles. Such growth is included in the budget for 2023-2025, adopted by the State Duma in the second reading. An additional flow of funds for social support, healthcare, education, rural development, culture and NGOs was proposed in the amendments proposed by the United Russia party.

According to the coordinator of the direction “Good work – prosperity in the house” of the people’s program of “United Russia”, deputy head of the Duma faction Andrei Isaev, first of all, federal spending on supporting families with children is increasing.

“Instead of seven different benefits that were paid from various sources, a single benefit will be introduced. To issue it, it is enough to fill out an application on the State Services portal or directly at the branch of the United Pension Fund or, for example, the MFC,” Isaev said.

“A strong family is the basis of the Russian image of the future, designated by the president. United Russia fully shares these values. The position of United Russia is the main reason why the 2023 budget has become more socially oriented, replenished with a “social trillion”. The social priorities of the budget: on the growth of maternity capital, on the combined social allowance for families with children, on the expansion of the “social contract” programs are clear and definite,” commented Dmitry Orlov, General Director of APEC.

According to the new budget, the minimum wage, the subsistence minimum and the minimum average pension will be indexed. Social payments and maternity capital will be increased by almost 12%.

As Isaev emphasized, at the initiative of the party, an additional 1.4 billion to train talented high school students in programming; 2.5 billion rubles will be directed to the organization of vocational training and additional vocational education. Plus 250 million rubles – for the training of members of student teams in working specialties.

“We proposed to add another 7.5 billion rubles to the social contract, in addition to what was planned, precisely at the angle of employment. At the same time, we are increasing the funds that a person can receive for starting their own business, up to 350 thousand one-time, for running their own household plot – up to 200 thousand. We assume that 400,000 people will be able to take advantage of this popular measure every year,” Isaev said, recalling that the party pays special attention to the topic of employment.

The budget will also increase spending on health care, compared to 2019, they will be increased by 2 times. In addition, United Russia advocated an increase in funding for NGOs.

The budget for agriculture and fisheries in 2023 will amount to 58 billion rubles. With the amendments introduced by United Russia, an additional 8 billion rubles were allocated to the program for the integrated development of rural areas; 8.4 billion rubles – to provide stable communications and the Internet to remote areas.

Creative folk art projects will receive an additional 100 million rubles. And in support of Russian theaters abroad, the budget provides 150 million more than before.

“We are the party of political realism. And we’re telling the truth. The budget is really tough. Russia is in a difficult economic situation, when a sanctions war is being waged against us and a global economic recession is slowly but surely approaching the world. But, while negotiating with the Government, we agreed on fundamental things. The fact that social spending will not only not decrease, but will grow. Thus, economic difficulties will in no way affect the social well-being of citizens,” Andrey Isaev concluded.

“The Russian budget is becoming more and more social, in this sense, amendments. The contributions made by United Russia are really useful. They contributed to the systematization of a number of benefits. When there are fewer of them, it becomes clearer how to get them and the mechanism starts to work. The problem remains that the problems of the structures that we have remain afloat. In particular, this applies to education and health systems, which are in excessive bureaucracy. A change in this situation should also enter into the social policy of the state and find some reflection in the budget. This is a difficult task, but the initiative must come from party structures. And in this regard, United Russia can do more than other parties,” said economist and political scientist Vasily Koltashov.
