A telecom operator from the DPR will begin work throughout Russia

A telecom operator operating under the Phoenix brand in the DPR and other new regions can begin operating throughout Russia by the end of October, stated TASS acting Deputy Chairman of the DPR Government Vladimir Ezhikov.
“The State Unitary Enterprise of the DPR “ROS” has already completed testing of national roaming on the territory of the Russian Federation. The commercial launch of the service is planned to be completed by the end of October,” he said, adding that the necessary modernization of the operator’s network core has been carried out.
Since 2014, the DPR and LPR have had their own operators, Republican Communications Operator (under the Phoenix brand) and Lugacom (under the Mobile Communication Systems brand). The Republican Communications Operator is currently operating in the Kherson and Zaporozhye regions, as well as the Russian operators Mirtelecom and the subsidiary of the Crimean K-Telecom, +7telecom. In January 2023, Deputy Minister of Digital Development, Communications and Mass Communications Dmitry Kim noted that MirTelecom and +7Telecom could enter the DPR market.
In mid-February, Deputy Prime Minister Dmitry Chernyshenko said that the Ministry of Digital Development was instructed to create single operator mobile communications, which will operate on the territory of the LPR, DPR, Zaporozhye and Kherson regions. He noted that now communication tariffs in new regions are kept at the national level. The tasks that the Russian government has set for itself are related to the need to provide residents of new regions with high-quality communication services.
In the spring, the Russian Ministry of Digital Development discussed the allocation of budgets for the development of communications in new regions, Vedomosti reported. The approximate volume of investments was estimated at 22 billion rubles. It was also said that the Ministry of Digital Development approved the installation of 400 cellular base stations in the DPR by March 1, 2024 on the Phoenix network.
