We didn’t have mobile phones. There are responsible people in the school: if some kind of emergency happens, then the parents will definitely be called and told. There is a teacher, a class teacher, during the break you can talk with schoolchildren. But in the classroom, in accordance with sanitary rules, the use of a mobile phone is not allowed. The minister’s statement caused bewilderment, since Rospotrebnadzor did not issue new SanPiNs on this topic. Latest similar rules entered in force as early as 2021, but they do not prohibit the use of cell phones.

The document states that mobile communications are not used “for educational purposes”. A year ago, Rospotrebnadzor explained: “Mobile communication devices most often have a small screen size, this entails strain on the organs of vision and impaired posture, so mobile phones cannot be used during a lesson instead of a computer or tablet.” On Wednesday, Rospotrebnadzor told Kommersant that SanPiN, which contains a requirement to limit the use of mobile phones for educational purposes, has been in effect since 2021. There is no talk of introducing any new requirements from September 1, 2022.

“But it’s hard to imagine a teacher not having the right to ask kids to open something on their phone and look up assignments in the school system,” he says. “Half of the textbooks used by high school students are electronic.” In his opinion, if students really take away their phones before classes, then parents will massively complain to the prosecutor’s office and protest.

But the director of one of the schools in the capital region says on the rights of anonymity that in many schools it is already forbidden to use mobile phones for educational purposes. He himself does not approve of this: “The telephone is both the Great Soviet Encyclopedia and a collection of historical materials, geographical maps and illustrations. If a history teacher talks about some kind of battle, then nothing bad will happen if the students look on the phone to see what the place where it took place looks like.” He considers the minister’s statement “a hype before September 1.”

Yulia Bolotova, a family therapist at the Doctis telemedicine service, notes that it is important for a child to understand and accept certain boundaries and rules: “Such a proposal has advantages for both parties, both for the child and for the parents. We often see anxious mothers who are realized exclusively through children. This manifests itself in hypercontrol, hyperprotection. Therefore, it will be useful for a child to get his own space – without parents. But also at school it is important to be included in the live process of communication with classmates, teachers, in the study itself, for this time it is better to put the phone aside and not use it unless absolutely necessary. According to her, the approach to digital hygiene is best formed from childhood.

The psychologist emphasizes that this is rather a plus and a necessity of our time: to put away the phone at home to chat with family, in a cafe while meeting with friends, and even at work, if it is not a working tool.

Seizure of phones from those children who are used to the “content surfing” mode in the classroom can cause stress, because the volitional skill of concentrating on the topic under study is poorly developed, says Olesya Tolstukhina, a psychologist at the telemedicine company MK Doctor Nearby. “But the use of the phone during the lessons, of course, affects the quality of learning,” she adds. “A person’s attention can be thought of as a concentrated beam of light directed at one or another external stimulus. If this “ray of attention” wanders back and forth, from entertainment content on the phone to episodes of the lesson and back, then not only significant fragments of the new topic fall out, but the very ability to concentrate is blurred.”
