The Russian Ministry of Internal Affairs proposed to make changes to the program to promote the voluntary resettlement of compatriots to Russia. The authors of the draft presidential decree state that the purpose of the amendments is to simplify the procedure for the resettlement of Russians who, as of February 24, 2022, lived in the territory of unfriendly countries and were forced to return to Russia. Currently, citizens of the Russian Federation can apply for participation in the program only abroad, in institutions of the Russian Ministry of Foreign Affairs, and the project proposes to include them in the program on Russian territory. Deputy Director of the Institute of CIS Countries Alexandra Dokuchaeva explained that the project was prepared for Russians who are or may be subject to deportation from unfriendly countries, for example from Latvia.
