Deputies from the LDPR faction submitted to the State Duma bill, who are proposed to provide a deferment from conscription for military service for five years to young workers of enterprises of the military-industrial complex (DIC). According to the authors of the initiative, such a measure will solve the problem of labor shortage at defense industry enterprises, including enterprises in the ammunition and special chemicals industry.
Amendments are proposed to be made to the law “On Military Duty and Military Service”. According to the bill, it is proposed to provide a five-year deferment for graduates of secondary vocational and higher education organizations who are employed in non-defense industry enterprises. The condition for obtaining a deferment is full-time work in the main production divisions of defense industry enterprises as engineering and technical workers performing work related to the development, production and assembly of ammunition and their components.
The explanatory note states that a significant increase in the state defense order in 2022–2025 has exacerbated the problem of labor shortages at defense industry enterprises. The authors of the project note that the problem was partially solved by increasing workers’ wages and expanding the social package provided to them. Russian President Vladimir Putin saidthat the shortage of highly qualified specialists at defense industry enterprises affects the timing of the execution of state defense orders.
