A pedagogical scandal erupted in the Amur region. A participant in the Zemstvo Teacher program was fired from a rural school for absenteeism. The district court ordered him to return the unearned money received from the state. The payment amount will be 1,360,350 rubles 49 kopecks. In addition, the dismissed teacher will be asked to pay 15,000 rubles in state duty.
The story of the dismissal unfolded in the Mazanovsky district. The region is harsh and inhospitable. In spring there are constant spills and floods. Entire villages are flooded. Under the terms of the program, a teacher receives 1,000,000 rubles in allowance for moving to a rural area. And one more thing – if the school is located in the Far Eastern region. This is a local initiative that works to attract teaching staff to the east of the country. The money is paid immediately, for which the teacher is required to serve in the field of education for at least five years.
The Russian language teacher worked at the Mazanovskaya school for a little more than two years. And then he couldn’t resist and waved his hand at the Amur Region. The official version of the dismissal is an administrative sanction for absenteeism. Be that as it may, the local branch of the Ministry of Education filed a lawsuit against the “digger”, who demanded compensation for expenses for the 1,242 days unworked. The teacher will be able to keep the rest of the amount.
The school believes that dismissal for absenteeism is just a banal formality. The teacher himself could not stand the difficult conditions and ran away.
“The launch of the federal program “Zemstvo Teacher” has become one of the most effective ways to fill the shortage of teachers in rural areas,” State Duma deputy Yana Lantratova commented on the situation for MK. — From 2020 to 2022, about 4.4 thousand teachers took part in the program. The program requires further expansion and comprehensive development. Because now, as practice shows, a teacher works for several years and can’t stand it any longer and leaves. The 1 million rubles that teachers receive for participating in the program is not enough.
According to the deputy, a negative factor is that teachers have to take care of their own living. Either rent housing or build it yourself, which is where the state million is spent. This reduces its value in the eyes of program participants.
“It is necessary to consolidate at the federal level the provision of service housing to teachers for the entire period of participation in the program, with the right to privatization in the event of further implementation of teaching activities for a certain period, for example, 7-10 years,” the deputy is sure. — In the absence of opportunities to provide official housing, teachers will have to be paid compensation to pay for rented living space.
As for the shortcomings of the program, Lantratova said that she received an appeal from a rural teacher living in the Altai Territory. He lives in a house without electricity and uses a flashlight to check his homework. The man built a house with the million he received, but he cannot install communications there, there is not enough money, and the local authorities did not provide him with any support.
“Fine-tuning the program and increasing compensation payments will make it possible to attract more young, highly qualified specialists to rural schools,” the deputy is sure.
