A dubious bill was born in the State Duma: to send children who run away from home to special centers

On the sidelines, this initiative is already being called the “Boo-Boo law” – after the names of two co-authors: Maria Butina and Tatyana Butskaya.

Broke a window or got into a fight at school, quarreled repeatedly with your parents – go under the supervision of the police. And there they are the same or even worse – there is someone to take an example from. They will teach you life there.

The authors of the bill note that often runaway children themselves become victims of criminals. Therefore, it is better to put them under lock and key in advance.

Parliamentarians propose to expand the list of children who fall into such centers (now these categories are spelled out in the Federal Law of 1999 “On the Prevention of Neglect”).

The new bill deals with children who ran away from home more than once (two or more times a year), and also committed administrative (and only administrative) offenses two or more times a year.

The deputies themselves are sure that their project is not about “breaking the life of a person, only a beginner”, but our answer to the juvenile West.

“The conditions created at the TsVSNP are as close as possible to rehabilitation and allow not interrupting the educational process and additional classes aimed at further socialization of adolescents,” the bill says.

Children will be provided with: “a wide range of preventive measures”, round-the-clock reception and round-the-clock supervision, “constant contact” with specialists, including full-time psychologists. Such conditions, it is argued, will protect adolescents from the negative influence of the “external criminal environment”, protect them themselves and prevent re-offending.

What is the difference between centers and children’s educational colonies? After all, in any case, the runaway teenagers (I agree, not the best and most obedient) are removed from their native walls and placed in a government institution, and even under the supervision of the internal affairs bodies.

“It won’t be long, and the parents will be visiting them.” And then what? The people’s chosen ones are really so naive that they represent something like a pioneer camp with chants, political information on the topic of what is good and what is bad, and wise, understanding educators who guide everyone on the right path?

Yes, from the explanatory note it follows that in the future these children will not be considered convicted – and thanks for that! And why should they be judged, since they did not commit crimes? Because they don’t want to live at home?

In this case, will there be a distinction between simply unfortunate children who have not found a common language with their parents, and real hooligans? Or keep everyone together – like the Republic of ShKID?

I don’t know about Butina and Butskaya, but I have been to similar domestic juvenile correctional facilities more than once as a human rights activist. And I saw enough of the local contingent and orders.

And I do not see in the modern pedagogical environment new caring Makarenok, ready to promote their brilliant ideas.

But the breeding ground for the dissemination of the ideas of the AUE banned in the Russian Federation or other movements alien to us is very suitable. The closed boarding school system, difficult teenagers, closed in their environment and on their own, are ideal conditions for this.

They promise that labor workshops will operate in the centers, where difficult children will be able to choose their future profession, that psychologists will work with them individually.

In general, they will receive a ticket to life.

They say this will be done to prevent youth crime, which is growing.

So the system of punishments for real juvenile delinquents in our country, on the contrary, tends to humanization. Basically, minors are now given suspended or minimum sentences, even for serious crimes. To keep them out of jail. There are teenagers who were judged conditionally three or four times. Ordinary educational colonies are disbanded or reformed, as, for example, was done in Mozhaisk near Moscow.

And here it is the opposite: the children have not done anything yet, and they are already being “closed”.

Opponents of the bill believe that this is another concrete stone in the subjectivity of the family, which the state deprives of the last rights, including to their own children.

Supporters of the initiative argue that children left without adult control are capable of much. They often “commit offenses, socially dangerous acts and crimes.” And even if they haven’t broken the law yet, it’s not a fact that, being on the street and unattended, they won’t do something. So it’s better to skip it.

“Over the past 5 years, an average of 777 (or 2%) minors who arbitrarily left families and state institutions were participants in crimes,” the explanatory note says.

2% of those who ran away from home broke the law – so why close the remaining 98% to such wonderful centers?

“There are no other people’s children. And difficult children are also our children. We can help them avoid falling into a criminal environment, into sects, under the influence of other destructive forces,” its authors proudly declare about their bill.

In general, as usual, for all the good and against all the bad. When they want the best, but it turns out as always.

But we are talking about the lives of people who have not yet begun it. Is this also a field for deputy experiments?
