A bill on introducing criminal liability for the illegal conduct of investigative actions on the territory of Russia in criminal cases inspired abroad has been submitted to the State Duma. This was announced by the Chairman of the Committee on Security and Anti-Corruption Vasily Piskarev. If the law is adopted, the punishment for such actions will be imprisonment for a term of up to five years.
As Vasily Piskarev, who is one of the authors of the bill, clarified, criminal liability will arise for the collection of evidence by foreigners, carrying out operational search activities in circumvention of Russian legislation, interrogating Russians, obtaining samples from them for examination (fingerprints, genetic material, etc. .), as well as encouraging Russians to travel abroad “for subsequent detention.”
“All of this poses a threat to the safety of our citizens and the state, and therefore should be criminalized. We propose to establish liability for up to five years in prison. Let me emphasize: this is provided that there are no signs of espionage in these actions. In the latter case, the sentence will be more severe,” Mr. Piskarev wrote in Telegram.
