A draft on fines for the provision of public services through foreign messengers was submitted to the State Duma

A group of deputies submitted to the State Duma a bill on administrative responsibility for sending personal and financial information through foreign messengers when providing public services. This was announced by one of the authors of the initiative, Deputy Chairman of the Duma Committee on Information Policy Anton Gorelkin.
“Today, my colleagues and I submitted to the State Duma a bill on responsibility for sending personal and financial information through foreign messengers,” wrote he is in his Telegram channel.
According to the document, a fine of 30,000 to 50,000 rubles can be introduced for officials, and from 100,000 to 700,000 rubles for legal entities.
The author of the bill clarified that civil servants can continue to use foreign messengers for personal and even work purposes, however, it is prohibited to provide state or municipal services, as well as fulfill state orders and municipal tasks through these resources.
According to Gorelkin, the bill is needed, among other things, in order to “shift the emphasis” towards domestic alternative platforms. He added that it is “good both in terms of security and leak prevention, and in terms of infrastructure.” Gorelkin noted that he is not “opponent of the development of Russian fintech”, however, he considers the integration of Russian banks with foreign platforms “strategically wrong”.
Gorelkin recalled that the restriction on the use of foreign messengers for the transfer of personal and financial information in the provision of public services has been in effect since March 1. He clarified that the ban also applies to Telegram.
Amendments to the law “On Information” were adopted at the end of 2022. The ban applies to civil servants, as well as companies with state participation and financial organizations. Roskomnadzor relates to foreign 9 messengers: Discord, Microsoft Teams, Skype for Business, Snapchat, Telegram, Threema, Viber, WhatsApp and WeChat.
