A draft law on renunciation of citizenship of Ukraine from the date of application submitted to the Duma

Deputies Leonid Kalashnikov (Communist Party of the Russian Federation), Sergei Kabyshev (Fair Russia – For Truth), Sergei Leonov (LDPR) and Artem Turov (United Russia) submitted to the State Duma a bill on the accelerated exit from citizenship of Ukraine for citizens of the Russian Federation. The bill provides for the termination of citizenship of Ukraine from the date of filing an application with the Ministry of Internal Affairs about the unwillingness to be a citizen of Ukraine for those who already have a Russian passport.
As reported in the explanatory note, the number of Russian citizens who simultaneously have Ukrainian citizenship has increased significantly due to the admission of the DPR, LPR, Zaporozhye and Kherson regions to Russia. The presence of Ukrainian citizenship prevents, in particular, such citizens from exercising their rights to employment in state and municipal bodies, filling state and municipal positions, and professional activities in certain sectors of the economy, the note says.
According to the deputies, the proposed measure will help ensure the admission of such citizens to these positions, as well as resolve other issues in which the citizenship of Ukraine acts as a limiting factor.
On September 30, Vladimir Putin signed a decree on the entry of the DPR, LPR, Zaporozhye and Kherson regions into the Russian Federation. December 6 President of Russia signed a decree according to which citizens of Ukraine will be able to hold positions in government in the DPR, LPR, Zaporozhye and Kherson regions. To do this, they need to file a statement of disagreement to be a citizen of Ukraine. December 15 State Duma in the third reading accepted a law allowing foreigners to be in municipal or military service until 2024 if they cannot renounce foreign citizenship for reasons beyond their control.
