The Yaroslavl Regional Duma has been amended to the charter of the region to reduce the total number of deputies, as well as the proportion of legislators elected on party lists. The authors of the bill are members of the United Russia faction, including speaker Mikhail Borovitsky and his deputies. Amendments published on the Council’s website.
United Russia proposes to reduce the list of regional Duma deputies from 50 to 46. 34 of them will be elected in single-mandate constituencies and only 12 in party lists. Thus, the share of “listed people” in the next composition of the regional parliament will decrease from the current 50% (25 deputies) to 26%.
The amendments will be considered at an extraordinary meeting of the Yaroslavl Regional Duma tomorrow, December 23. At the beginning of November, “Kommersant” informedthat a qualified majority of votes of deputies – 34 – is required to change the charter of the Yaroslavl region. Therefore, United Russia, which has 32 mandates in the regional Duma, will need the support of the opposition.
Since the end of 2018, the share of legislative assembly deputies elected under a proportional system has already been reduced in 11 regions, including the Altai and Mari El Republics, Khabarovsk and Primorsky Territories, Novgorod and Saratov Regions. United Russia basically justifies the electoral reform by saying that deputies will become “closer to the voters” as the size of single-member constituencies decreases.
