A draft law on fines for the provision of financial services through foreign messengers was submitted to the State Duma

State Duma deputy Anton Gorelkin said that, together with his colleagues, he had submitted to the State Duma a bill on responsibility for sending personal and financial information through foreign messengers. Now, among others, WhatsApp, Viber and Telegram can be classified as such.
“Violators will face fines: officials – from 30 to 50 thousand rubles, legal entities – from one hundred to seven hundred thousand … This bill is needed to solve more global problems, which I have already spoken about more than once: to shift the focus towards Russian alternatives, ” wrote the parliamentarian Telegram channel.
On March 1, 2023, Federal Law No. 584-FZ came into force, which established a number of restrictions on the use of foreign messengers. First of all, the bans affected state institutions, banks and companies with state participation.
Among other things, the Federal Law prohibited sending payment documents, information about bank accounts and deposits, information necessary for making payments and data on transfers through foreign messengers. In addition, the use of foreign messengers was banned when selling goods, works and services, including financial ones.
The requirements were introduced against the backdrop of decisions by a number of banks to organize online banking within instant messengers, including Telegram. Such services were also created by banks that, due to US sanctions, cannot publish their mobile applications in the App Store and Google Play stores. The law did not imply penalties for violation of the requirements established by the Federal Law.
The list of messengers that fall under the law is determined by Roskomnadzor. As of March 1, to those treated WhatsApp, Viber, Telegram, Snapchat, WeChat, etc.
