A draft law on fines for military representatives of the state customer has been submitted to the State Duma

A group of senators and deputies developed a bill on the responsibility of the military representatives of the state customer for violation of the terms of contracts on an equal basis with other participants in the state defense order. Formally, they are not officials and therefore they are not subject to administrative liability in the amount of 30 thousand to 50 thousand rubles.
The draft law was submitted to the State Duma by the Working Group on Special Military Operations, First Vice Speaker of the Federation Council Andrei Turchak said. He believes that “the current Code of Administrative Offenses seriously motivates all officials of the state customer, if they work under the state defense order,” they also face criminal liability in special cases.
“Military representatives are not formally officials of the state customer. And where there is no fixed responsibility, the result can be very different…,” wrote Mr. Turchak in Telegram. According to the senator, military representatives should bear the same responsibility as other participants in the state defense order. “Those of them who perform their functions in good faith will not notice changes in the legislation,” he added.
