A draft law on exemption from partial mobilization of men with an academic degree was submitted to the State Duma

Deputies from three factions (“New People”, the Communist Party of the Russian Federation, the Liberal Democratic Party) submitted to the State Duma a bill that proposes to exempt holders of academic degrees from conscription as part of the partial mobilization. This does not apply to the general mobilization call. The document is posted on site legislative base of the State Duma.
“The bill proposes to remove the indicated contradiction between federal laws and to consolidate the right of citizens with academic degrees to exemption from conscription for military service as part of partial mobilization. This right to exemption from conscription for military service for mobilization will not apply to the situation of full mobilization,” the explanatory note says.
Minister of Education and Science Valery Falkov saidthat all teachers with advanced degrees working at universities received a deferment from the draft as part of the partial mobilization. According to him, the universities used the “reservation institute” in advance.
At the end of November, the Ministry of Defense did not support draft law of the State Duma Committee on Science and Higher Education on deferment from mobilization for candidates and doctors of sciences. The department considered this initiative “inappropriate” in the conditions of “guaranteed support for the mobilization deployment of the RF Armed Forces.”
