A bill banning the propaganda of “childfree” (“childfree”) ideas among children has been submitted to the State Duma. Penalties are proposed for spreading such ideas. The explanatory note states that childfree ideas create “circumstances for the depopulation of the population” and form the “basis of destructive social behavior.” The document is posted on portal State Duma.
The draft law proposes to equate the ideas of “childfree” with information prohibited for dissemination among children. Changes are proposed to be made to the draft law “On the protection of children from information harmful to their health and development.” The document was submitted by the Legislature of Bashkiria and State Duma deputies Elvira Aitkulova and Rimma Utyasheva.
According to bill, for citizens a fine is provided in the amount of 2 thousand to 3 thousand rubles, for officials – from 5 thousand to 10 thousand rubles, for legal entities – from 20 thousand to 50 thousand rubles. or suspension of activities for up to 90 days. Sites that promote childfree ideas will be blocked.
The explanatory note notes that “in the current conditions, the propaganda of conscious childlessness leads to the degradation of public institutions, the washing out of traditional value orientations, and creates circumstances for the depopulation of the population.” It is also said that these ideas create “the basis of destructive social behavior … which goes against traditional family values and state policy” in Russia.
Senator Margarita Pavlova and State Duma deputy Vitaly Milonov spoke in support of the ban on the spread of childfree ideas. In their opinion, these ideas threaten the birth rate in Russia. According to Rosstat, in the first six months of 2022, the birth rate decreased in annual terms by 6.3%.
