“Separately, it is worth paying attention to the fragment presented by a sequential change of frames demonstrating interacting hands (caressing each other), whose relative position in space, their individual characteristics (hair, shape of the nail plate, manicure, jewelry) allow them to be perceived as belonging to two different people of the same sex, that is, potentially perceived as tactile, sensual interaction of persons broadcasting their homosexual preferences,” says the protocol on the administrative offense.
The document also claims that the clip conveys to the audience that people in non-traditional sexual relationships are no different from those in heterosexual relationships and that their preferences are socially acceptable and equivalent to the union of a man and a woman. The video for the song “So Beautiful” was published in 2017. The video alternates between shots of couples kissing and hugging. Two girls are depicted as one of the couples.
In 2013, Russia passed a law banning the promotion of “non-traditional sexual relations” among minors. In December 2022, the Russian Federation passed a law that prohibited the dissemination of any information that “promotes non-traditional sexual relations, pedophilia or gender reassignment” among people of all ages. On November 30, 2023, the Supreme Court of Russia, at the request of the Ministry of Justice, declared the “international public LGBT movement” extremist.
