The Higher Administrative Court of Berlin-Brandenburg upheld a lower court’s decision to ban Ukrainian activists from projecting images onto the Russian Embassy during protests. The dpa agency reported this on Wednesday, February 21.

The court based its decision on the fact that the projection onto the building violates the provisions of international law on the protection of embassies, since it uses the property of the diplomatic mission as a projection surface without its consent. The right to freedom of expression and assembly does not apply to such actions, the court decided.

According to the Vienna Convention on Diplomatic Relations of April 18, 1961, the receiving state has a special obligation to take all necessary measures to protect the premises of the diplomatic mission from any intrusion or damage, the court recalled.
