An administrative case was initiated against 74-year-old retired GRU colonel Vladimir Kvachkov under the article on discrediting the Russian army (Article 20.3.3 of the Code of Administrative Offenses). Vladimir Kvachkov himself told Kommersant about this.
What was the reason for initiating this administrative case is still unknown. “Since he received a notification to appear at the police department yesterday only today, he is physically unable to do this. We are waiting for the time and place, ”said Vedomosti Alexey Pershin, who defended Vladimir Kvachkov in the case of preparing an armed rebellion.
In 2005, the colonel was accused of attempting to assassinate Anatoly Chubais, but the jury acquitted him. In 2013, he was sentenced to eight years in prison for attempting to organize an armed rebellion. He was released in February 2019 on parole.
