The government has submitted to the State Duma a draft law introducing into Russian criminal practice a mechanism for parole for women with children under the age of four. Now only women with children under three years of age can apply for release on parole.
“The proposed changes will create more opportunities for observing the rights of motherhood and childhood, will help preserve family ties of convicted women serving sentences of imprisonment, as well as reduce the number of women held in places of detention together with children,” the explanatory materials to documentpublished in the Duma electronic database.
