“The bill proposes to establish that the State Flag of the Russian Federation must be hung permanently on the buildings of educational organizations, regardless of the form of ownership, or installed permanently on their territories: kindergartens, schools, colleges, institutes, universities, etc.,” the draft says.

It is assumed that if an educational organization is located not in a separate building, but in an apartment building or other premises, then the flag must be permanently placed on its territory. On holidays it will be hung on the building itself.

The authors of the initiative claim that the use of the Russian flag in the educational process “is an important element in the formation of spiritual and moral values ​​at all levels of education.” They call the goal of the draft law “strengthening continuity and consistency in the process of educating patriotism, traditional spiritual and moral values ​​and all-Russian civic identity among students.”

Among the authors of the document are deputies Olga Kazakova, Pyotr Tolstoy, Vasily Piskarev, Andrei Kartapolov (all from United Russia), Nina Ostanina (Communist Party of the Russian Federation), Yaroslav Nilov (LDPR), Sergei Kabyshev (A Just Russia – Patriots – For the Truth “), as well as senators Igor Kastyukevich and Olga Zabralova.

In 2013, the State Duma approved presidential bill on the use of state symbols. He obliged the national flag to be hung on school buildings, as well as the anthem to be played before the first lessons and during ceremonial events dedicated to public holidays. The initiative was supported by all factions. In 2016, schools in Tatarstan obliged hang out the national flag of the republic.
