A bill banning circuses with animals has been introduced to the State Duma

Alexey Nechaev and Vladislav Davankov (both “New People”) propose to amend the current law “On the Responsible Treatment of Animals.”
Its main goal, judging by the explanatory note to the initiative, is “to protect the life and welfare of animals used in circus performances.” According to the authors, the number of cases of cruelty to circus animals in Russia is growing.
As evidence, the Prosecutor General’s Office data from February 2022 on the results of inspections in 62 constituent entities of the Russian Federation of more than 500 shelters, zoos and circuses are presented: “116 cases of illegal use of animals and 48 cases of cruelty to them were suppressed.” How many of these cases occur in shelters, how many in zoos and how many in circuses is not specified.
“Circuses that use animals often do not ensure the absence of cruelty to them, as well as the proper level of care, which leads to their physical and psychological problems, increased aggression and suffering,” the authors of the bill believe.
A complete or partial ban on the use of animals in circus performances is already in effect in more than 40 countries, deputies remind, a complete ban is in effect, for example, in Iran, Israel, India, Singapore, Taiwan, Finland, Austria and a number of other countries. And Russians, according to sociological surveys, usually like clowns (24%), acrobats (18%) and the atmosphere (11%) in circuses.
As the Mash telegram channel reported the day before, animal rights activists contacted the Investigative Committee after watching a video from the Zapashny brothers’ rehearsal with tigers at the Moscow Circus.
