250 items will be removed from the list of examinations for registration of disability – Kommersant

The Ministry of Labor and the Ministry of Health have prepared a draft order reducing the list of examinations to establish disability, reports RBC. About 250 medical examinations and consultations with doctors will be excluded from the list, said Dmitry Ligomina, director of the Department for Disabled People of the Ministry of Labor. According to him, these examinations are not needed to establish the severity of disability; their data will be taken into account when making a diagnosis.
Other changes proposed by the project include:
- more than 250 medical examinations will be considered replaceable with others (alternative ones, including more modern ones or, conversely, more traditional studies, can be used);
- more than 50 examinations will be transferred to the category of additional examinations (they will be carried out only if additional verification of the structure and severity of persistent disorders of body functions is necessary);
- will increase the validity period for about 950 studies, including conclusions of an endocrinologist, oncologist, general and biochemical blood tests, urinalysis, electrocardiogram (for adults with neoplasms), conclusion of a traumatologist-orthopedist (for patients with consequences of injuries to the lower and upper extremities) ;
- when a patient in need of palliative care is re-referred for medical and social examination, examinations related to the need to transport him to the hospital (for example, for X-ray, CT or MRI) will be valid indefinitely.
The status of a disabled person must be confirmed if it is not assigned indefinitely. Disabled people of group I need to undergo a medical and social examination once every two years, disabled people of groups II and III – once a year, disabled children – once upon reaching 14 years of age or adulthood. According to the Federal Register of Disabled Persons, currently in Russia about 11.55 million people have disabilities.
