The heads of 13 of the 22 regions where governors will be elected in the fall (not counting new subjects) demonstrate firm “political stability” a month before the single voting day (UDG), follows from the latest State Council 2.0 rating by Minchenko Consulting. Experts classified eight more leaders as middle peasants, and only one – the Khakass communist Valentin Konovalov – was clearly an outsider, noting, however, his “bright” campaign. Continued economic stability and increased opportunities to mobilize a loyal electorate, thanks to remote and multi-day voting, play into the hands of current leaders, the authors of the report believe.
