Sergei Filatov was born in 1936 in Moscow. He graduated from the Moscow Power Engineering Institute with a degree in electrical engineering, is a candidate of technical sciences.
In March 1990 he was elected a people’s deputy of the RSFSR, in May – a deputy of the Supreme Soviet of the RSFSR, worked in the Committee on Economic Reform and Property and in the Committee on Freedom of Conscience and Religion. In August 1991, during the State Emergency Committee, he headed the deputy headquarters for the defense of the White House. Since November of the same year, he worked as the first deputy chairman of the Supreme Soviet of the RSFSR. From April 1992 he was a permanent member of the Security Council of the Russian Federation. Filatov was the head of the Presidential Administration of the Russian Federation from 1993 to 1996. He also headed the presidential commission for state awards in the field of literature and art. Since 1997, Filatov has been president of the Foundation for Socio-Economic and Intellectual Programs, under whose authority the Forum of Young Writers is held.
