Yarovaya summed up the results of the investigation into the activities of biological laboratories in Ukraine

The Commission on the Parliamentary Investigation of the Activities of American Biological Laboratories confirms the assertion of the Russian Defense Ministry about the creation of US and NATO military facilities on the territory of Ukraine under the guise of biological laboratories. Irina Yarovaya, co-chair of the commission, vice speaker of the State Duma, told reporters about this. “There is no doubt that the loss of Ukraine’s sovereignty was implemented in stages, it included, among other things, military biological development,” she says. At the same time, the meeting of the commission itself was held in a mode closed to the press. Yarovaya did not provide evidence that led the commission to this conclusion (at least publicly): the report of the commission is scheduled to be considered at the meetings of the chambers on April 12. The parliamentary commission of the Federal Assembly to investigate the circumstances associated with the creation of biological laboratories by American specialists on the territory of Ukraine was organized at the initiative of the State Duma. It consists of 14 deputies and 14 senators.

According to Yarovaya, since 1995 the United States allegedly “imitated” the implementation of the requirements of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC), but in fact concluded agreements with the countries of the post-Soviet space on military biological development. “There is no doubt, only fear” that it is the United States that is the main beneficiary of all military biological developments, she stressed.

Yarovaya believes that the United States viewed Ukraine “as a theater of operations” and “an aggressive military training ground” against Russia. “And in this case, the connection with the data that experiments were carried out against the military personnel of Ukraine, including narcotic, psychotropic drugs to increase their aggressive qualities, and those heinous crimes that are committed today by representatives of the Armed Forces of Ukraine, Nazi groups, in full measure this confirmed,” she says. Such violations in Ukraine would not have been possible were it not for the “complete loss of US sovereignty and external administration,” she added.

The Commission believes that in 2014, President Viktor Yanukovych had an attempt to implement the provisions restoring the biological sovereignty of Ukraine, but this decision did not take place due to a coup d’état.

At the end of November 2022, the Ministry of Defense reported that biological weapons components were being developed near the Russian border in Ukraine. This follows from the documents found in Ukrainian biological laboratories. Lieutenant-General Igor Kirillov, Chief of the Radiation, Chemical and Biological Defense Forces of the RF Armed Forces, noted that the range of studied pathogens “has nothing to do with problems that are relevant to Ukraine’s healthcare”, and the emphasis was on studies of natural focal and especially dangerous infections, which are considered as potential bioweapon agents.

The Ministry of Defense also published a list of persons who took part in the creation of biological weapons components on the territory of Ukraine. As Kirillov reported, one of the key figures is Robert Pope, an employee of the US Department of Defense’s Defense Threat Reduction Administration (DTRA) and director of the Cooperative Threat Reduction Program (also known as the Nunn-Lugar program). In Washington and Kyiv, the accusations of the Russian Federation have been repeatedly denied. In particular, US President Joe Biden “guaranteed” that there are no American bioweapons in Europe.
