WP: EU refusal to allocate aid to Ukraine may indicate a split within the union

The failure of the European Union (EU) to allocate 50 billion euros for Ukraine speaks to a split within the union and has also renewed questions about whether Kyiv’s allies really intend to help Ukraine “as much as it takes.” This was reported by The Washington Post (WP).
