Russian alcohol production increased by 17%. These statistics for the first quarter of 2024 were published by the Federal Service for Control of Alcohol and Tobacco Markets. The calculations did not take into account beer, beer drinks, cider, poire and mead. The production of sparkling wines was increased most significantly – by 43%, and liqueur and grape wines – by almost a third. The indicators for vodka and cognac increased the least – by 3% and 6%, respectively.
What is the reason for this dynamic? Director of the Center for Research of Federal and Regional Alcohol Markets CIFRRA Vadim Drobiz notes that producers increased production volumes before the May increase in excise taxes: “Nothing extraordinary has happened, there is no total increase in sales of these products and there is no additional demand from consumers in the market. These are purely production and statistical, let’s say, operations.
The fact is that every year the excise tax rate grew by approximately 5-7%, but from January 1. In 2024, the increase in alcohol prices was postponed to May 1. Before this, factories usually produced a large stock of products at the old rate in order to sell them next year at a greater profit for themselves for a while. This year, no one made stocks in December, this is happening right now. I think that the maximum reserves will be created just in April, before May 1.”
From May, excise taxes on wine will triple, to 108 rubles. per liter The tax on sparkling wines will also be raised. But they decided to soften the excise tax on Russian sparkling wine. Initially, it was supposed to increase to 140 rubles, but it will only be increased to 119 rubles. The relevant amendments were approved by the State Duma. Most likely, the measure to support domestic producers will be ineffective, believes Alexander Lipilin, executive director of the wine trading company Fortwine: “20 rubles. saving is, of course, also good and will help to some extent, but not much. For the Russian wine industry, the biggest help that was provided was a fairly serious increase in duties in August. Then you just need to wait for this change to work. In economics, everything is somewhat inert, and, accordingly, it takes some time to understand what the consequences of a particular decision are.
If we are thinking about how else to help Russian winemaking to develop the industry, and not just make money for winemakers, it is worth thinking about measures to stimulate exports so that this industry gets on its feet and can not only delight us with its products within the country, but also be sold for export. Of course, some markets are closed due to sanctions, but there are Asian markets where gastronomic and restaurant culture is developing quite strongly. There is a consumer there for whom we can also fight, and our state should contribute to this process.”
Previously, Kommersant wrote that in Russia they want to allow advertising of the products of domestic wineries on electronic displays, but only at night, from 23:00 to 07:00. Such a bill is being considered in the State Duma. According to the publication’s interlocutors, this will primarily benefit wine producers from Crimea, Kuban and Adygea. At the same time, the opinions of market participants are divided: some believe that there is no point in spending the budget on advertising at night, while others see this as a serious step to support little-known wineries.
