Rakhimov Murtaza Gubaidullovich was born on February 7, 1934 in the village of Tavakanovo, Kugarchinsky District, Bashkir Autonomous Soviet Socialist Republic, into a peasant family. He graduated from the Ufa Oil College (1956) and the correspondence department of the Ufa Oil Institute (1964). From 1956 to 1990, he went from operator to director of the Ufa oil refinery. On his initiative, the company developed foreign economic relations with Finland and Sweden. Member of the CPSU from 1974 to August 1991.

He was elected a people’s deputy of the USSR, a member of the Supreme Soviet of the USSR, a people’s deputy of the Bashkir ASSR, a deputy of the Ufa city council of people’s deputies, a member of the executive committee of the city council. On March 4, 1990, he was elected a deputy of the Supreme Council of the Bashkir Autonomous Soviet Socialist Republic, and on April 6, 1990, he was elected Chairman of the Supreme Council of the Republic. On October 11, 1990, he signed the Declaration on State Sovereignty of the Bashkir Soviet Socialist Republic adopted by the Supreme Council of Bashkiria.

On December 12, 1993, he was elected president of Bashkiria (gained 64% of the vote) and a member of the Federation Council of the Russian Federation. In 1994, he made a small hajj to Mecca as part of a government delegation.

Since January 1996 – ex officio member of the Federation Council, member of the Committee on Constitutional Legislation and Judicial and Legal Reform. On June 14, 1998, he was re-elected President of Bashkiria (gained 70.24% of the vote). He was a member of the council of the movement “Our Home is Russia” (in 1995-1997), a member of the political council of the NDR, a member of the presidium of the political council of the socio-political bloc “All Russia”.

On November 20, 1999, during the election campaign to the State Duma, the state council of the republic decided to stop broadcasting the programs of the ORT and RTR TV channels in Bashkiria. After Mr. Rakhimov’s negotiations in Moscow, the decision was suspended.

On March 12, 2001, by order of the President of the Russian Federation, he was included in the Presidium of the State Council. In 2003, he was re-elected President of Bashkiria, won 78.01% of the vote in the second round. In 2006, he took office for another five-year term on the proposal of President Vladimir Putin.

On July 12, 2010, at a meeting with the head of the presidential administration, Sergei Naryshkin, he announced his intention to leave his post ahead of schedule. Three days later, President Dmitry Medvedev accepted his resignation.

Since October 2010, he has been Chairman of the Board of the Ural Charitable Foundation, which controlled the proceeds from the sale of OAO ANK Bashneft, Ufa oil refineries and OAO Bashkirnefteprodukt in 2009. From December 2010 to June 2012, he was a member of the Board of Directors of Bashneft.

He was awarded the Orders of the Red Banner of Labor, Friendship of Peoples, “Badge of Honor”, “For Services to the Fatherland” I and II degrees. Author of more than 50 inventions in the field of oil refining.

Son Ural Rakhimov is the former CEO of Bashneft. He was included in the list of 200 richest businessmen in Russia according to Forbes magazine.
