Russian companies will be banned from cooperating with those who “left”

Abroad will no longer help, but can harm. It seems that parliamentarians have come to this conclusion. Andrey Klishas, ​​head of the Federation Council committee on constitutional legislation, made a loud statement on a topic that has been in the air for a long time. A draft law will still be submitted to the State Duma on limiting remote work for a number of employees belonging to the public sector, ensuring information and transport security.

The limitation of work “from there” was confidently discussed and written about last week. But who exactly will be affected by the ban and how legal it is, in itself, is not clear to this day. Klishas, ​​who even earlier called for making the life of “Russians who left the country against the backdrop of a special operation and partial mobilization of mobilization” less comfortable, mentioned “sensitive areas of the economy.” Apparently, there are three of them: government officials, information security workers (including in banks and mobile phone companies) and employees of transport companies. Read, officials, IT people, transport. Everyone remembers the mail, telephone, telegraph. And roads…

However, on the sidelines of the Duma there are proposals to expand the list of restrictions on work from there to “everyone in general.” Like, there is nothing to financially support the “runners” and “evaders”. And it is necessary not only, you know, to hit with the dollar on those who left, but also with the ruble – at the rest … All normal people condemn those who escaped, and it is they, in the opinion of the Senator of the Federation Council, “the audience of the bill.”

But how exactly to hit – so far not a word about it. Speaking earlier on this topic, Andrei Klishas said: “Can we change the law in this regard and limit the schemes that allow people to work there [за рубежом], and receive money from here, and we cannot understand whether they pay all taxes? Can”.

At the same time, even earlier, several companies made it clear that they did not encourage the “left” and did not intend to renew contracts with them. Norilsk Nickel and Sberbank declared their unwillingness to cooperate with relocators.

“No, actually, there are more of them,” says Boris, a software developer who moved to Armenia. – At Kaspersky, for example, they almost immediately said that they would not encourage this. And other banks did the same, not just Sberbank. A few more companies immediately broke off relations with all those who left. In general, if the bill is nevertheless adopted, it will, of course, affect IT people the most. Because programmers, analysts and other colleagues left most of all, purely quantitatively. The topic is being discussed now. They say that those who have a lot of government orders have already moved away from hiring relocators. After all, this is Russia. Some left – there were others, students there and others. Still, our guys are among the strongest in the world in applied mathematics. According to my observations, now only 20% of those who left work with their former employer in Russia. Almost a year later. So, if we talk about IT specialists, those who really worked for the defense industry or brought down sites don’t work there anymore. Others will be able to get around the bans if they want. Leave for projects or somehow change the form of cooperation. There are also many details. Here is my housemate working for a private company in Russia, which has government orders, they have a construction sector. Is this a state secret or not?.. Or, if someone considers analytics with an economic component that concerns the production of cars – this is transport, it can no longer work? Well, and so on.

In the light of recent statements by the head of the Ministry of Digital Development, Maksut Shadayev, that the share of programmers who left is insignificant and cannot negatively affect the economy of the Russian Federation, it is not at all clear why the spears should be broken. After all, if we discard IT and a small proportion of the crackers who also left Russia, who remains? A relocator official will not be able to combine his work with remote activities by definition. He will not be able to inspect anything from there and attend meetings.
