Delimkhanov Adam Sultanovich was born on September 25, 1969 in the village of Benoy, Chechen-Ingush Autonomous Soviet Socialist Republic. In 1994 he graduated from the Chechen State University in Grozny, in 2004 – from the Makhachkala Institute of Finance and Law with a degree in jurisprudence. In 1987-1989 he served in the armed forces of the USSR. In the early 1990s, he worked as a mechanic, supplier, and traded cars. According to media reports, in the second half of the 1990s he was the driver of the Chechen field commander Salman Raduev.

After the start of the second Chechen war in 1999, he was among the Chechens who went over to the side of the federal forces, since March 2000 he worked in the security service of the head of the Chechen administration, Akhmat Kadyrov. In December 2001, he survived an assassination attempt and was seriously wounded. Since August 2003 – commander of the police battalion of the department of private security at the Gudermes GOVD. In September 2003, he headed the regiment of the private security department under the Ministry of Internal Affairs of Chechnya for the protection of oil and gas facilities (the “oil regiment”).

In July 2006, he became Deputy Chairman of the Government of Chechnya. According to some reports, on November 18, 2006, he participated in a police operation in Moscow, during which Movladi Baysarov, the former commander of the FSB operational-combat group “Highlander”, was killed, who was in conflict with Chechen Prime Minister Ramzan Kadyrov. Since April 2007 – First Deputy Prime Minister of Chechnya, supervised law enforcement agencies. On December 2, 2007, he was elected to the State Duma from the United Russia party, became deputy chairman of the Committee on Federation Affairs and Regional Policy.

In April 2008, in an interview with the Rosbalt agency (recognized by the media as acting as a foreign agent), he accused the Yamadayev brothers of having links with Boris Berezovsky, saying: “The hand of London, promising great wealth, apparently tightly squeezed the Yamadayevs, greedy for personal enrichment” . In the same interview, Mr. Delimkhanov promised that Yamadayev “doesn’t have long to tarnish the good name of the Chechen people.”

On December 4, 2011, Adam Delimkhanov became a deputy of the State Duma of the VI convocation from the United Russia party (he ran under the fourth number of the regional group No. 20 in the Chechen Republic). He was a member of the party faction, the first deputy chairman of the Duma Committee on the federal structure and issues of local self-government.

From 2016 to 2021, Mr. Delimkhanov was a member of the 7th convocation of the State Duma. Since 2021, he has been a member of the State Duma of the VIII convocation from United Russia.

A distant relative (according to a number of media reports, a cousin) of Ramzan Kadyrov. Adam’s brother Alibek led the Chechen special forces battalion “North”, another brother – Shamil – replaced Adam as commander of the “oil regiment”.

He was among the volunteers sent from Chechnya to participate in the Russian military operation in Ukraine. Ramzan Kadyrov said that Adam Delimkhanov personally led the “cleansing of Mariupol.” On April 21, the head of Chechnya posted a video from Mariupol in which Adam Delimkhanov, surrounded by military men against the backdrop of a burning building, stated that “the special operation to destroy and clean up Mariupol, one might say, has been completed.” On April 26, Russian President Vladimir Putin awarded Mr. Delimkhanov the title of Hero of Russia. It follows from the text of the decree of the head of state that the title was awarded “for courage and heroism shown during a special military operation in the territories of the Donetsk People’s Republic, the Luhansk People’s Republic and Ukraine.”

He was awarded three Orders of Courage, the Order of Akhmat Kadyrov, the highest award of the Chechen Republic. Hero of the Luhansk People’s Republic (2022). On June 14, 2023, posts about the death of Adam Delimkhanov appeared in Ukrainian Telegram channels. After that, the TV channel Zvezda, citing the press service of the State Duma, reported that he was wounded. Later, the head of Chechnya, Ramzan Kadyrov, denied this information by publishing in his Telegram channel photo with the deputy.
