The key theses of the joint communiqué of the heads of government of the countries participating in the Shanghai Cooperation Organization (SCO), published following the meeting, expressed the only position common to all. The countries of the association do not want a unipolar world, but at the same time they fear for their security, including economic stability, due to the disintegration into blocs. The document was published on the evening of the day of the meeting, October 26.
The Russian side was represented by Prime Minister Mikhail Mishustin. At the meeting, the participants had to formalize the agreements reached at the SCO summit, in which the parties were no longer represented by heads of government, but by heads of state.
