If an employee has lost his military ID, then he needs to contact the appropriate military commissariat within two weeks to receive documents to replace the lost ones. There is no time frame for restoration in the law, but in practice it takes less than a month. The employer is not obliged to assist in the restoration of military registration documents by the employee.

“In cases where an employee refuses to provide military registration documents, we notify him of his current duties against his signature. If he refuses to sign the notification, an act is drawn up,” says Yulia Tarasova, a member of the General Council of Delovaya Rossiya. Some companies solve problems with military ID even at the stage of hiring a new employee. As Maxim Tretyakov, chairman of the Supports of Russia committee for industry, says, at the Elkat enterprise, where he is the general director, a military ID is mandatory when hiring. “I don’t remember any cases of refusal; if they refuse, we will look for and hire those who agree,” he says.

At the same time, notes Ekaterina Ukhova, head of the HR consulting services group B1, companies sometimes have difficulty appointing a person responsible for maintaining military records. “This is primarily due to the fact that fines for officials will increase significantly, and employees do not want to take on additional responsibility,” she says.

It can be assumed that the current difficulties concern mainly small and medium-sized businesses – many large companies do not have such problems. “There is indeed an increase in demand for services related to outsourcing of military registration of employees in the corporate sector. It would be incorrect to name specific figures here, since now we are talking about the fact that many companies that previously, in principle, did not keep such records in the system and were not registered with the commissariats, began to need such an examination quite suddenly.
