After problems with the distribution of “covid” state support due to its linkage to the All-Russian Classification of Economic Activities (OKVED), the Ministry of Economy intends to reform this system. Thus, in order to reduce the administrative burden on businesses, it is planned to leave the only source of data – the registers of the Federal Tax Service, refusing to duplicate them in the FSS, as well as remove the requirement for annual confirmation of codes. He supports the business initiative – the modernization of OKVED is long overdue – but notes that this will not reduce the administrative burden.
The Ministry of Economy proposes to reform the OKVED system – the department, together with the Federal Tax Service (FTS), has developed a bill (Kommersant has it) on defining uniform approaches to the use of the classifier. Now the business must provide data to the registers and the Federal Tax Service (EGRLE or EGRIP) with the need to update the data on the organization and the Social Insurance Fund (with annual confirmation of the type of activity). As a result, according to the Ministry of Economy, almost 823 thousand organizations and individual entrepreneurs in these funds have different codes for the main activity. There was a lot of talk about revising approaches to classification in the covid 2020, when many companies could not receive state support due to the “inappropriate” OKVED code.
According to the project of the Ministry of Economy, in order to eliminate discrepancies in data in different registries and reduce the burden on business, it is proposed to make the registers of the Federal Tax Service the only source of OKVED codes, while the requirement to submit data on codes to the FSS and confirm them annually is proposed to be made once. It will be enough for the Federal Tax Service to notify if the main type of economic activity of the company or its income structure changes (by more than 20%). As part of the reform, as noted in the Ministry of Economy, it is planned to conduct a one-time campaign to clarify the codes – in 2023, before the submission of the first reporting in 2024. The clarification will be electronic (through the “Taxpayer’s Cabinet”), and for the selection and confirmation of OKVED codes when registering a business or updating data, it is planned to introduce an “interactive assistant” service into the FTS system. Work on its development will begin in 2023 on the basis of income information submitted by businesses to the Federal Tax Service. The Ministry of Economy expects that the automation of code selection will increase the targeting of state support.
Deputy head of the executive committee of the ONF, Arseniy Belenky, recalls that the pandemic has shown that the OKVED system does not allow timely changes in codes to receive state support and does not cover new developing business areas, such as telemedicine. “The fact that there will be one source of data on OKVED and a single methodology for determining types of economic activity allows us to solve these problems,” he says. The vice-president of the Chamber of Commerce and Industry Elena Dybova supports the reform: “The need to change OKVED is long overdue, it has become a problem, a bottleneck for entrepreneurs – codes affect the interaction of business with authorities, for example, when receiving grants or subsidies.”
The deputy chairman of Delovaya Rossiya, Anton Danilov-Danilyan, points out that the project does not solve the main problems. “Firstly, the project does not eliminate the excessive burden on the business: it will become easier for someone, but the burden on companies with a large range of products will increase – you will have to constantly adjust the codes depending on their contribution to the income of the enterprise. Secondly, this approach does not give a real idea of the size of the industry,” the expert lists. According to him, it would be more logical to automate the process and oblige companies to indicate the type of activity in contracts. According to the executive director of Opora Rossii Andrey Shubin, the departments promised to make a methodology explaining to businesses how to determine OKVED. “If in the future support measures are tied to codes, both the entrepreneurs themselves and the state will be interested in helping exactly those who need it,” he said.
