Filatov Sergey Alexandrovich was born on July 10, 1936 in Moscow. In 1964 he graduated from the Moscow Power Engineering Institute (now NRU MPEI) with a degree in electrical engineering.

In 1955-1969 he worked at the Moscow metallurgical plant “Sickle and Hammer”, went from assistant electrician in the rolling shop to the secretary of the Komsomol committee of the plant, designer, head of the design department of electric drive and automation. From 1966 to 1968 he was on a business trip at the José Marti Metallurgical Plant in Cuba. In 1969–1989, he worked at the All-Union Research and Design Institute of Metallurgical Engineering named after V.I. A. I. Tselikova as the chief engineer of the project, head of the department of control systems.

In 1990, he was first elected a people’s deputy of the RSFSR, then a deputy of the Supreme Council of the RSFSR, he was a member of the committee on freedom of conscience, religion, mercy and charity and the committee on economic reform and property. From January to November 1991 – Secretary of the Presidium of the Supreme Soviet of the RSFSR. During the August coup of 1991, he headed the deputy headquarters for the defense of the House of Soviets. From November 1991 to January 1993 he was the first deputy chairman of the Supreme Council of the RSFSR. In 1992-1993 he was a member of the Security Council under the President of the Russian Federation.

From January 1993 to January 1996, he headed the administration of Russian President Boris Yeltsin. At the same time, he headed the expert-analytical council under the President of Russia. In October 1993, he headed a working group that prepared the final version of the Constitution of the Russian Federation for its submission to a referendum in December. In 1993, he was elected to the State Duma of the first convocation, but before the start of the work of the parliament, he refused the deputy mandate. In 1996, he was deputy head of the All-Russian headquarters for the election of the President of the Russian Federation, was a member of the election campaign council of Boris Yeltsin. Since 1997 – co-founder and president of the Foundation for socio-economic and intellectual programs.

Candidate of Technical Sciences, the topic of the dissertation is “Development of a method and device for determining the length of the liquid phase on a slab caster in order to ensure the stability of the process and improve the quality of the billet.” He was a member of the Union of Journalists of Russia, was the chairman of the Writers’ Union of Moscow. Laureate of the State Prize of the USSR (1988) in the field of science and technology, awarded the Order of Honor and Friendship, honorary member of the Russian Academy of Arts. Married, has two daughters.
