Moiseev Alexander Alekseevich was born on April 16, 1962 in the village of Borskoye, Kaliningrad region. After graduating from film technical school, he worked as a foreman in a film repair shop.

After finishing his military service in the army, he entered the Higher Naval School of Radio Electronics named after. A. S. Popova, graduated in 1987. In 1995 he became a graduate of the Higher Special Officer Classes of the Russian Navy (St. Petersburg). In 2003 he graduated with honors from the Naval Academy. N.G. Kuznetsova in St. Petersburg, and in 2011 – the naval department of the Military Academy of the General Staff of the Russian Armed Forces in Moscow.

Served on nuclear missile submarines in the Northern Fleet. Since 1987 – engineer of the computer group, then – commander of the radio-technical combat unit of the K-117 submarine. Since 1994, he was transferred to K-18 to the position of senior assistant commander for combat control. In this position, he participated in the first trip to the North Pole in modern Russian history, for which he was awarded the Order of Courage.

Since July 1995 – senior assistant commander of K-117, since November 1997 – commander of the second crew of K-407 (in 1999 received the name “Novomoskovsk”).

In particular, he commanded the strategic missile submarine cruiser K-407 Novomoskovsk on July 7, 1998, when the Shtil-1 launch vehicle (converted for space launches combat rocket R-29RM).

Since May 14, 2018, he served as acting commander of the Black Sea Fleet. On June 26, 2018, it was announced that by decree of the President of the Russian Federation, Alexander Moiseev was appointed to this position on a permanent basis.

On May 3, 2019, he was appointed commander of the Northern Fleet. He replaced Admiral Nikolai Evmenov, who was then appointed to the post of Commander-in-Chief of the Navy.
