Roizman Evgeny Vadimovich was born on September 14, 1962 in Sverdlovsk (now Yekaterinburg). In 2003 he graduated from the history department of the Gorky Ural State University.

In 1981, he was sentenced to three years for theft, fraud and illegal possession of weapons (Articles 144, 147 and 218 of the Criminal Code of the RSFSR). The conviction was removed in 1984. After that he worked as a fitter at Uralmash. In 1992, he founded the Jewelery House company, and in 1999, the private museum Nevyansk Icon and the City Without Drugs Foundation to combat the spread of drugs in Yekaterinburg.

In November 2002, he was appointed Advisor to the Head of Administration of the Governor of the Sverdlovsk Region. In 2003–2007, he was a member of the State Duma of the VI convocation. He was a member of the Duma committee on security, the commission on the problems of the North Caucasus and the commission under the government of the Russian Federation on countering drugs. In 2011, he launched the Country Without Drugs project. In 2012, Natalya Grinevskaya, a former ward of the City Without Drugs foundation, spoke about torture in the institution and called it the “Roizman concentration camp.” Yevgeny Roizman denied all charges.

On September 8, 2013, he won the election of the mayor of Yekaterinburg, after which he left the post of president of the foundation. He went to the polls from the Civic Platform party, at various times he was also a member of Just Russia and Right Cause. In 2015, he was a witness in the murder of pensioner Olga Ledovskaya. According to him, the former deputy of the Yekaterinburg City Duma Oleg Kinev, who at one time collaborated with the City Without Drugs Foundation, was convicted.

In May 2017, he announced his participation in the election of the governor of the Sverdlovsk region from the Yabloko party, but withdrew his candidacy without passing the municipal filter. On April 3, 2018, the legislative assembly of the Sverdlovsk region canceled the election of the mayor of Yekaterinburg. On May 22, it became known that Mr. Roizman had resigned.

In November 2018, he began working at the Ekho Moskvy radio station. He hosted the programs “Personally Yours”, “Special Opinion” and “2018”. He announced his intention to run for the State Duma in 2021, but on April 22 of the same year he refused to participate in the elections.

In April 2022, he was fined three times for discrediting the Russian armed forces. The total amount of fines amounted to 150 thousand rubles. On May 25 of this year, he was fined another 85 thousand rubles. for disrespect for authority.
