What Alexander Uss is famous for – Kommersant

Uss Alexander Viktorovich was born on November 3, 1954 in the village of Novogorodka, Ilansky District, Krasnoyarsk Territory. In 1976 he graduated from the Faculty of Law of the Krasnoyarsk State University (KrSU). Doctor of Law (dissertation topic – “The social and integrative role of criminal law”), professor.

In 1976–1981, he was a trainee researcher, a postgraduate student at Tomsk State University. From 1981 to 1993 – assistant, then senior lecturer, associate professor of the Department of Criminal Law and Criminalistics of the KrGU. In 1986-1988 he was engaged in scientific work at the German Max Planck Institute for Foreign and International Criminal Law.

In 1993, he took the position of head of the legal department of the administration of the Krasnoyarsk Territory, two years later – deputy governor of the region. In 1997, he was elected to the Legislative Assembly of the region, from 1998 to 2017 he was its chairman. From 1998 to 2002 he was a member of the Federation Council, was a member of the International Affairs Committee.

In 2002, he ran for governor of the Krasnoyarsk Territory, but lost to Alexander Khloponin, gaining 42% of the vote in the second round. In 2017, he was appointed acting head of the region, in September 2018 he won the election of the governor of the Krasnoyarsk Territory, gaining 60.2% of the vote. At the end of 2018, he was recognized as the richest Russian governor (221.6 million rubles). In 2021, he entered the list of outsiders in terms of the level of trust in governors.

Member of the United Russia party. President of the Siberian Federal University, full member of the European Academy of Sciences and Arts. In December 2020, he became a member of the State Council of the Russian Federation. In June 2022, he joined the Board of Directors of PJSC NK Rosneft.

Honored Lawyer of Russia. Author of seven books, as well as several dozen scientific papers, including “The upbringing of a teenager in the family” (1987), “Problems of changing the composition of the constituent entities of the Russian Federation” (2007). In April 2000, the article “Russia – an imperial federation” was published, in which it was proposed to centralize the state administration system and curtail the powers of regional leaders.

Awarded with Orders of Merit for the Fatherland, 4th class (2010), Alexander Nevsky (2020), honored with gratitude from the President of the Russian Federation (2005).

He is married and has two daughters, Maria (b. 1977) and Alexandra (b. 1992), and a son, Artem (b. 1982). In October 2022, Artem Uss was detained in Milan at the request of the United States. The American authorities accuse him of violating the sanctions regime and money laundering. On October 27, he was arrested in absentia in Russia, he was put on the federal wanted list. In December, Artem Uss was placed under house arrest in a suburb of Milan, from where he fled in March 2023. On April 4, Uss Jr. said that he was in Russia.
