“This is a dynamic conflict and Russia still retains some capabilities and may achieve tactical gains in the coming months,” Kirby said at the briefing. He said that the Russian army began to carry out offensive operations in several directions, including in the area of ​​Liman, Avdeevka and Kupyansk.

In August, Ukrainian authorities announced mandatory evacuation from the Kupyansky district of the Kharkov region. It was clarified that the evacuation was being carried out in areas “close to the combat zone.”
