Volodin launched a survey about restrictions for electric scooters

Speaker of the State Duma Vyacheslav Volodin launched poll in his Telegram channel about tightening restrictions for electric scooters.

“We discussed with you the problem of an increase in the number of accidents involving electric scooters and other personal mobility devices. Which of the listed solutions do you consider correct and optimal?” he asked his subscribers.

In the survey, Volodin offered three answer options. At the time of writing, just over 13,000 users took part in the voting. Opinions were divided almost equally: 49% voted for a complete ban on renting electric scooters, and 41% proposed tightening traffic rules for drivers of such vehicles. Another 10% were in favor of “leaving everything as it is.”

At the end of August Volodin promisedthat the State Duma will work on options for increasing liability for electric scooter drivers. He noted that the problem has become widespread: since 2019, the number of accidents involving electric scooters has increased more than 40 times. According to him, children and the elderly are the first to suffer in accidents.

In recent months, Russian authorities have increasingly begun to pay attention to the problem with electric scooters on the roads. According to a government decree that came into force on March 1, the speed of personal mobility devices is limited to 25 km/h. Also, such vehicles can be driven on sidewalks, bicycle and pedestrian paths, if its weight does not exceed 35 kg.

At the end of May, deputies of United Russia sent an appeal to the Ministry of Transport and the Ministry of Internal Affairs with a proposal to ban the use of electric scooters by persons under 18 years of age and on pedestrian streets, and also limit their speed to 15 km/h.
