State Duma Chairman Vyacheslav Volodin instructed relevant committees to study the issue and make proposals on the possibility of banning vapes. Today, January 18, the State Duma adopted in the second and third readings a law that increases excise rates on cigarettes and cigarettes, heating tobacco, and vape liquids. At the same time, the excise tax on vapes themselves is canceled.

“Let us, if you don’t mind, we will instruct the relevant committees – the committee on health protection, the committee on education, since we are talking about school-age children who are more and more exposed to the use of vapes, as well as the committee on youth affairs – study these issues as a matter of priority and make proposals on the possibility of banning vapes,” said Mr. Volodin at the meeting (quoted by TASS).

The first reading of the bill on excise taxes on cigarettes, cigarettes, tobacco for heating and liquids for vapes passed in September 2022. It was assumed that in 2023 the rate would have to be 64 rubles. for the device, as well as 18 rubles. for 1 ml. In November, the Ministry of Finance proposed to set the excise rate on vape liquids at the level of 33 rubles. per 1 ml, but waive the tax on the device itself. In December the ministry suggested to index excises on nicotine-containing products by 25-30%.
