The State Duma adopted in the first reading bill, which increases the fee for telecom operators for a license to carry out activities from 7.5 thousand to 1 million rubles. The committees on the budget and protection of competition supported the concept, but they intend to reduce the fee by the second reading.
In the opinion on the draft law of the Committee for the Protection of Competition, according to Interfax, it is said that the cost of the fee is 1 million rubles. will increase the financial burden on operators and may stop new companies from entering the market, which, in turn, may lead to monopolization.
On January 16, Olga Anufrieva, deputy chairman of the State Duma Budget Committee, said that under the bill, the amount of the fee should be at least halved to 500,000 rubles.
Since 2018, operators are required to install a system of operational-search measures (SORM). Installing the system involves allocating capacity for storing traffic – text and telephone conversations, photos, videos. It was reported that due to technical and financial difficulties, some operators voluntarily terminated their license and obtained a new one, thereby postponing the installation of SORM. The administrative fine for such a violation is from 300 to 500 thousand rubles.
The author of the bill is the Ministry of Digital Development. The ministry believes that a high entry threshold will cut off those operators who come up with ways to delay the installation of SORM. The document was submitted to the State Duma in December 2022. If passed, the law will enter into force on January 1, 2024.
