Volgograd deputies will determine the order of elections during martial law

In the event of the introduction of martial law in the Volgograd region, elections and referendums may be held in a special manner. Corresponding bill the regional electoral commission submitted to the legislature.
According to the document, the preparation and conduct of election campaigns will be regulated by new provisions adopted at the federal level in 2023. In particular, the Central Election Commission of the Russian Federation will have the right to determine the specifics of compiling electoral lists and protocols. Campaigning through resources blocked by Roskomnadzor and the work of journalists without an employment contract will also be prohibited. In addition, absentee voting provisions will not apply.
The draft law provides for the possibility of holding elections and referendums under the conditions of not only martial law, but also high alert or an emergency. At the same time, the regional election committee will have to take into account the opinion of executive authorities and law enforcement agencies.
The draft law will be considered at a meeting of the regional Duma tomorrow, May 31.
On September 10, 2023, elections to a number of municipal assemblies will be held in the region, including to the city dumas of Volgograd and Volzhsky.
