Four people passed the competition for the selection of candidates for mayor of Vladimir, two of them are representatives of United Russia. The third United Russia, Acting First Vice-Governor of the Vladimir Region Dmitry Lyzlov, withdrew from the race at the last moment. The city council of Vladimir, which is completely controlled by the ruling party, will choose the new mayor. Which of the two members of United Russia will become the new mayor has not yet been decided there, says a Kommersant source. The expert considers the situation in Vladimir to be very atypical for Russia.
On Thursday, the competition commission allowed four out of five candidates to participate in the election of the head of Vladimir, Alexander Karpilovich, spokesman for the mayor’s office, told Kommersant. The most status candidate is Dmitry Lyzlov, Acting First Vice-Governor of the region for domestic policy, a member of the Presidium of the Political Council of the Vladimir cell of United Russia, who entered the competition at the very last moment, and eventually withdrew his candidacy. At the same time, two other representatives of the party in power reached the final – Roman Kavinov, vice-speaker of the legislative assembly of the Vladimir region, deputy secretary of the regional branch of United Russia, and Dmitry Naumov, head of the administration of the Gorohovets district of the Vladimir region. Also participating in the election will be deputy director of the regional department of economic development Andrei Naumov and first deputy coordinator of the regional branch of the Liberal Democratic Party Vladimir Rykunov.
The post of mayor became vacant on September 20 in connection with the appointment of the former mayor Andrei Shokhin, who headed the city for 11 years, as a senator from the region’s executive power (former State Duma deputy, United Russia Alexander Avdeev won the September gubernatorial election). For about a month and a half, the duties of the head of the regional center were performed by the first vice-mayor Alexander Maksimov, but later he moved to the post of acting vice-governor of the region. From October 31, post and. about. the mayor of Vladimir is occupied by another vice-mayor – Vladimir Garev.
Dmitry Lyzlov did not explain his refusal to participate in the election of the mayor of Vladimir. One of the members of the competition commission was his brother, city council deputy Aleksey Lyzlov, which many in the city regarded as a conflict of interest. True, upon completion of the acceptance of documents, he recused himself, and another deputy, Dmitry Chizhov, was appointed to the commission. However, two other members of the commission, including its chairman, were direct reports of Dmitry Lyzlov: Tatyana Adulova, director of the regional policy department, and Sergey Terekhov, head of the state and municipal administration committee.
The meeting of the City Council, at which it is planned to elect a new mayor, Vladimir, is tentatively scheduled for November 16. All 25 deputies of the city parliament represent United Russia. A source in the authorities of the Vladimir region told Kommersant that the decision on who will eventually become the mayor has not yet been made.
Political scientist Alexander Kynev, referring to the experience of other campaigns, considers the situation in Vladimir atypical, because by the time of the vote in the City Duma, “the decision is almost always made.” “Competition happens at the stage of determining a candidate, it is mainly intra-elite in nature. By the time of voting, as a rule, the issue is resolved. It does not come to an open struggle. Of course, there are riots, but they are mostly of a regional-clan character,” the expert notes.
